Snow and Ice Removal Services

2. Scope of Work
The contractor shall provide all labor, equipment, and materials necessary for snow plowing, shoveling, and de-icing.

  • Areas Included: All main driveways, parking lots, fire hydrants, and sidewalks/entrances leading to the parking areas
    • Robinson Terrace (71 residential units, 16 buildings)
    • Willis Manor (100 units, 1 high-rise building)
    • Smith Village (99 residential units, 28 buildings)
    • Dillingham Heights (17 residential units, 8 buildings)
    • Duplex located at 138 Parrish Avenue
    • Duplex and single-family dwelling located at 696, 698, and 700 Cimarron
    • Tipton Court (10 residential units, 3 buildings)
  • Hours of Operation: Services must be completed daily, with ongoing maintenance during heavy storms.
  • Trigger Depth: Automatic service will be dispatched upon an accumulation of snow determined to be a nuisance to foot traffic, and when freezing temperatures require de-icing.
  • Materials: De-icers should be environmentally friendly salt and/or calcium chloride to protect concrete surfaces and landscaping.

3. Pricing Structure Options
Contractors should submit proposals using the following pricing model:

  • Per-Visit Rate: A flat fee charged each time the contractor provides service to the property. The pricing should be broken out per the properties listed above, individually.

4. Contractor Requirements & Responsibilities

  • Pre-Season Survey: Contractor must perform a site walkthrough to identify and document pre-existing property damages (curbs, light poles, landscape beds) before the first snowfall.
  • Stacking Limitations: Snow must not be piled near fire hydrants, handicapped parking, or in areas that obstruct traffic visibility.
  • Insurance: Contractor must provide a Certificate of Insurance (COI) listing the Housing Authority of Richmond as an additional insured, with a minimum of $1,000,000 in General Liability coverage.

5. Proposal Submission Guidelines
All proposals must include:

  • A clear breakdown of the proposed pricing.
  • A list of available equipment and team size.
  • Three (3) references from similar commercial or residential properties.
  • Documentation of insurance and worker’s compensation.

6. Pre-Bid Walk-thru for any interested bidders will take place on August 12, 2026 at 10:00am/EST and will start at 429 Smith Village Richmond, KY and proceed to the other properties for a tour of all areas to be serviced.
